Luke Green

Known for an exceptional technical understanding of Building Regulations and quality control, Luke founded ICA to specifically support duty holder clients address their legal responsibilities following the implementation of BSA2022 and changes in Building Regulations.

Luke has extensive experience of working for both contracting and warranty holders, responsible for oversight of technical quality of numerous, complicated construction projects.

With over 40 years construction experience, the majority of which have been in leadership roles for both national and regional contractors, Mark understands how not only contractors, but also how clients and designers typically operate within their specialist areas.

He has a track record of business improvement and change implementation, a key aspect of ICA’s role as a consultant partner in supporting duty holder groups address their responsibilities.

Our People

All ICA Assessors have a minimum of 25 years relevant construction industry experience, at senior management level, with a wholly biased operational background and are noted for their individual attention to detail. Having completed ICA’s competency assessment and training protocols, they will provide critical support through physical site quality assurance Building Safety audit inspections, providing a documented report for areas of focus.

This builds a portfolio of evidence that demonstrates that duty holder responsibilities have been executed, allowing greater comfort when signing compliance declarations.

In addition to Building Safety audits, our assessors can also provide client-side Clerk of Works inspection service, providing an in-depth oversight of quality control.

How We Operate

Our focus is always to help you protect your organisation by providing guidance and support to meet your duty holder obligations under Building Regulations Part 2a, to satisfy the legal duties incurred by the Building Safety Act 2022.

The starting point is understanding how far progressed you are, to then identify any areas where your organisation may not fully meet its obligations, or are exposed to possible future liability.

From there, we will jointly develop updated policy, process and procedures, relevant templates, all building on what you already have in place, to minimise disruption and not lose the familiarity of your current documents.

We then produce a detailed report and action plan to close off any areas of competency assessment, or in planning, managing and monitoring all building works. Where appropriate, we will provide support to help modify your existing procedures, to ensure that they are compliant under the regulations and that you have the systems in place, to be able to evidence this.

This is not about implementing new process, but enhancing your existing.

For clients, designers and contractors involved in Higher Risk Building (HRB) schemes, we will assist you to develop a more stringent approach towards collation of a Golden Thread of information.

Our approach is always collaborative, non-judgemental and above all, supportive as we want to ensure that your organisation meets its legal duties under the updated regulations.

ICA will be there to ensure that you meet your full obligations under BSA2022 and all relevant supplementary and secondary legislation, so that your organisation, and individual named duty holders can feel confident that you will not be exposed to future proceedings.

ICA is continually growing to meet the demand of our client base. We currently operate across London and the South East of England and across the Oxford – Cambridge arc, although if you have a project outside of this region, please get in touch as we always want to try to provide support where possible through our extended network of professional Assessors.

Our Purpose

After the devastating Grenfell Tower fire, the construction industry has witnessed the introduction of key legislation including the Fire safety Act 2021 and Building Safety Act 2022. Existing supporting legislation has also undergone substantial strengthening, driving the need for change.

This change places far greater responsibilities on Clients, Designers and Contractors to demonstrate that their organisations, their people associated with individual projects and those they appoint have demonstrable and appropriate competency, to plan, manage and monitor the works, as named duty holders.

At ICA we will help our partners ensure that they fully comply with their legal duties. This assurance means that the Compliance Declarations can be completed and signed with confidence, confirming that both organisation and the named individual as duty holder have fulfilled their legal obligations.

A change that is recognised by all, to not only ensure residents are safe, but just as importantly feel safe in their homes.
